Why does my phone not recognize the prov file as configuration even when i send it via bluetooth
Prov files must end with a .prov extension. But it may be changed to .EXT when you downloaded the prov file. Such is common when you use the default wap browser on your phone. You may have to rename the extension from .EXT (or whatever) to .prov with a file editor application like FExplore or Blue FTP.
